Jerome Yap Hock Chai was born on March 13, 1979. He is of Chinese descent and his religion is Christianity. He was taken care by a fester family in Terengganu before being sent to Taman Sinar Harapan, Kuala Kubu Bahni, a welfare hörne for the handicapped and mentally retarded children. His fester mother's name is Teo Siok Kheng and his fester father is Yeo Teck Ching. Jerome has four other fester siblings.

Jerome suffered frorn cerebral palsy since birth. He is of average built and has stiff and deformed hands and legs. Due to the nature of his deformity, he constantly needs personnels who are on duty to help him with his daily life such äs eating and drinking. However, his legs can still be moved with the assistance of the right toe especially when drawing and painting. He speaks Bahasa Malaysia, English and Chinese. He is a cheerful and friendly person. He was granted a stipend by the Association of Mouth and Foot Painting Artists in September 1999. Since then, he has participated in many art painting demonstrations to the public such äs "Open Minds' Programme" to educate the children in need and "Arts and Culture Heritage Programme" organised by the Ministry of Arts and Culture.
