Chia-Syun Chang was born in Taichung on 1 February 1981. After completing senior high school he worked as a colour mixer and salesman. In January 2004, Chia-Syun Chang had an accident at work where he slipped and hit the ground from a great height. Chia-Syun suffered a fracture from the 3rd to the 5th cervical vertebrae, which led to complete paralysis of his arms and legs.

While watching a TV programme, he became aware of a mouth and foot painter and saw how the artist was able to create his paintings. Visibly impressed by this, Chia-Syun plucked up the courage to have a go at painting with a brush in his mouth. This led to him learning how to paint with his mouth. At first, he did this by himself, but later on he took private painting and art lessons with Lin Shwu-Chyn, a renowned painting teacher in his area. As a result, he has made considerable progress. The Association has supported him as a Scholarship Holder since 2014. Since 1 March 2020, Chia-Syun has been an Associate Member of the VDMFK.

Chia-Syun Chang devotes himself to painting in oils. His favourite motifs are portraits, animals and landscapes.
