Mr Chae was born on 5 April 1952 in Sang-Joo, South Korea. He studied trade and economy at university. As a competent businessman, he took over the management of two firms. In 1988, a car accident made him a quadriplegic. He made his first attempts at mouth painting in November 1993, when he heard of the existence of the MFPA. He has been taking painting lessons from a professional art teacher for two years.
