Teodoro Cardozo Hernández was born in Nobsa on 29 September 1984. He was born with phocomelia, as a result of which he has no arms. His legs are severely deformed, which prevents him from walking. He completed primary and secondary school before attending the "Culturama" vocational college. In 1991 he embarked on his first attempts to paint with his left foot. This ignited a creative spark in him so for three years he took painting and art lessons under a teacher by the name of Armando Mariño who was well known in the local area. Since then, the foot painter has participated in several solo and group exhibitions, including one held at the "Gustavo Rojas Pinilla Historical Museum".
